根据广东省教育厅通知以及《广东省政府来粤留学生奖学金管理暂行办法》（粤财教〔2014〕187号）有关规定，现将2026年度广东省政府来粤留学生奖学金（在读生）初评和推荐事宜通知如下：
According to the notice of the Department of Education of Guangdong Province and the “Measures of Guangdong Government Outstanding International Student Scholarship”, the selection and recommendation of Guangdong Government Outstanding International Student Scholarship for the year of 2026 (Current Students) will be notified as follows:
一、申请条件 Evaluation Criteria
1. 校区在读全日制国际学生，年龄在40周岁以下（1986年8月31日出生前）。
Full-time international students enrolled at the university who are aged under 40 years old (Born before August 31, 1986).
2. 在读期间遵纪守法，勤奋好学，品行端正，没有违反中国法律法规和校规校纪行为记录。
During the study period, the students are law-abiding, hard-working, good conducting, and complying with the Chinese laws and regulations, and the rules and regulations of HITSZ.
3. 学业成绩优异，学习表现获得师生一致认可，2025-2026学年，本科生必修课/研究生学位课成绩良好（原则上本科生必修课75分、研究生学位课77分）以上。
Academic excellence, the recognition of academic performance by professors and students, and good grades in compulsory undergraduate courses/graduate degree courses (75 in compulsory undergraduate courses and 77 in graduate degree courses in principle) or higher for the academic year of 2025-2026.
4. 具有相应的汉语水平并提供相关证明（英语授课专业可适当放宽条件）。
Have an appropriate level of Chinese language proficiency and provide relevant certificates (Students from English programs may be exempted from submitting certificates).
5. 不享受此项奖励的学生情况如下：
（1）获得中国政府奖学金及2026年深圳市大运留学基金资助的学生；
（2）休学、清退流程中、在校期间有处分的学生；
（3）2026-2027学年将超学制（2023硕、2024硕、2021博、2022博）的学生。
Students not eligible for this award include:
(1) Recipients of the Chinese Government Scholarship or the 2026 Shenzhen Universiade International Scholarship;
(2) Students on leave of absence, in the process of withdrawal, or with disciplinary records in the whole study period;
(3) Students who will exceed the standard study period in the 2026-2027 academic year (Master of 2023 and 2024, Phd of 2021 and 2022).
二、奖励标准及名额 Scholarship Amount and Quota
1. 本科每人1万元，硕士生2万元，博士生3万元。
10,000 RMB for undergraduates, 20,000 RMB for master's students, and 30,000 RMB for doctoral students.
2. 名额将另行通知各学部。
Quotas will be notified to each College.
三、申请材料 Application Materials
1. 《广东省政府来粤留学生奖学金年度申请表（一）》（附件1），以下简称《申请表（一）》
The Guangdong Government Outstanding International Student Scholarship Application Form (Attachment 1)
2. 成绩单（需包含2025-2026学年所有成绩）
Academic Transcript (Original copy, should include all the courses in academic year of 2025-2026)
3. 汉语能力证明（验原件，收复印件；英语授课专业可不提交）
Certificate of Chinese language proficiency (Original certificates will be checked and copies will be collected; Students from English programs may be exempted from submitting certificates)
4. 如有可以证明自己综合能力的文件，如论文、专利、获奖证书等，可在申请时一并提交（验原件，收复印件）。
If you have documents that can prove your comprehensive ability, such as thesis, patent, award certificates, etc., you can submit them together with your application (Original certificates will be checked and copies will be collected).
四、评审程序 Evaluation Procedures
（一）学部公布评审细则 College Evaluation Guidelines
各学部根据《广东省政府来粤留学生奖学金管理暂行办法》（粤财教〔2014〕187号）及本通知制定各学部评审细则，成立来粤奖评审委员会，制定符合本单位实际的来粤奖评审细则。6月22日前将评审细则公示后报至国教中心备案。
本科生细则应综合考虑其德育表现、学习成绩、创新能力、社会实践、综合素质等方面；研究生细则应综合考虑其德育表现、科研能力、科研工作成绩、学习成绩、论文进展等方面。
Each College shall formulate its own evaluation guidelines in accordance with the Guangdong Provincial Government Scholarships for International Students in Guangdong and this announcement, establish a scholarship review committee, and develop evaluation rules tailored to their specific circumstances. The rules must be announced and then submitted to International Education Center by June 22nd.
Undergraduate student guidelines shall comprehensively assess moral conduct, academic performance, innovation ability, social practice, and overall quality. Postgraduate student guidelines shall comprehensively assess moral conduct, research capability, academic achievements, academic performance, and thesis progress.
（二）学生申请 Students Application
7月27日至7月31日，符合条件的申请人填写《申请表（一）》1-14项，研究生联系导师、本科生联系班主任填写第15项中的评语及意见，将全部所需材料提交至所在学部。
From July 27 to July 31, applicants (who meet the evaluation criteria) should fill in items 1-14 of the Guangdong Government Outstanding International Student Scholarship Application Form, graduate students should contact their supervisors and undergraduates should contact their class teachers to fill in the comments and opinions in item 15, and submit all the required materials to their school.
（三）学部初评 College Evaluation
8月3日至8月7日，各学部成立国际学生奖学金评定工作组（成员不少于5人），根据申请人的学习成绩和其他综合表现进行评审，将符合条件的申请者进行排序，公示3日无异议后报国际教育中心。材料报送要求如下：
From August 3 to August 7, each College will set up the student scholarship working group (with no less than 5 members), evaluate the applicants based on their academic performance and other comprehensive performance, rank the eligible applicants, and report the list to the International Education Center after 3 days of public announcement without objection.
1. 电子版材料：（1）《2026年度来粤留学生奖学金推荐人选汇总表》（在读）WORD版（附件2，以下简称汇总表，严格按表内“填写说明”填写）；（2）学生申请材料：将《申请表（一）》（加盖学部公章和负责人签字）、学习成绩单和其他附件材料，一并扫描为一个PDF文档，文档命名方式为汇总表序号加名字，例如：1. Jim Green (吉姆·格林)。分类放入相应本科生、硕士研究生、博士研究生文件夹。
2. 纸质材料：（1）加盖学部公章的《汇总表》；（2）加盖学部公章和负责人签字的《申请表（一）》。
（四）校区复评 HITSZ Evaluation
9月中旬，校区组成评审委员会，进行复评后确定校区拟推荐名单。校区对拟推荐名单公示3日，公示无异议后报送至广东省教育厅。
In mid-September, the university scholarship evaluation committee will conduct the final evaluation. The list of final recommended applicants will be publicly announced for 3 days, and then be submitted to the Department of Education of Guangdong Province.
（五）广东省教育厅评审 Guangdong Provincial Evaluation
10月中旬，广东省教育厅将组织专家组对各高校提名的奖学金拟推荐人员进行评审，经省教育厅与省财厅审核后，最终确定生效。本年度奖学金的最终结果以省教育厅公布结果为准。
In mid-October, the Department of Education of Guangdong Province will organize a committee to review the recommended applicants by the universities, and the final list will take effect after being reviewed by the Department of Education of Guangdong Province and the Department of Finance of Guangdong Province. The final results will be subject to the results announced by the Department of Education of Guangdong Province.
（六）奖金发放 Disbursement
校区收到广东省的资金拨付后（约11月底），按10个月平均发放给获奖学生。
Once the campus receives the allocation of funds from Guangdong Province (around the end of November), the funds will be evenly disbursed to the recommended applicants over 10 months.
